Fewer not less.

And yes I do believe there would have been fewer Grey rulers if not for their claim of being related to the IC leadership. Partly because I can't see any other trait about them that would explain why there were so many and partly because of the number of times I have heard it explicitly stated that to rule Asgarnia you needed to be a Grey or face being rapidly deposed.

As for the "powerplaying the gods", you're right that I didn't pick up on the reference to what ridaku said. I have to say I agree with him on that comparison though. giving yourself a sword "made by Saradomin" is essentially writing youself in an IC advantage that didn't have to be roleplayed out and thus wasn't subject to any kind of challenge. I'd say inventing an army of peasants that will always rally to the cause of your "birthright" which was established before the events of W42 began is basically the same as inventing a magic sword that you obtained before the events of W42 began.
