A rather official looking requisition order would arrive in a sealed envelope, baring markings indicating it had been routed through the Asgarnian military... Or maybe Burthorpe? Temple Knights? Details were unclear, and it looked like it had been a bureaucratic nightmare, but it was all there, minus the bits that were blacked out.
