Does this exist? I know the community is very dormant, but I do prefer RS3 to OSRS and am wondering if anyone has this information?

RS3's roleplay community used to have a few of these pop up every now and then. Community wide ones are all gone and done for but I reckon your best bet to find RS roleplayers in a Discord is the one used by for the RS RP Wiki.

Just google for the rsroleplay wiki and the Discord widget should be up on the homepage. Quickly learn how to Roleplay on RuneScape!
