The Chieftain and the Thing of Rellekka

Chieftain of the Rellekkan People
The Chieftain oversees the people of Rellekka; this means to enact and conduct public law and order, commanding mobilizations; he is the greatest individual authority in the land, second only to the Customs of the Fremennik, and may dismiss Elders as well as being the only one able to propose to remove the Lawspeaker.

The Thing consists of the Elders of Rellekka, all of which are authorities on the customs of Rellekka; they are charged with defining, amending and enacting the customs in assembly, and overseeing trials of both justice and clan membership individually.

Lawspeaker
The Lawspeaker is elected by the Elders, and so may only be removed by unanimous vote of the Elders after proposal by the Chieftain. The Lawspeaker oversees the Thing; he may summon the Thing at will, and must maintain order while it is in assembly.

He does not vote in its matters, however he is vested with the power to veto or pass its proposals, once they have already passed the vote of the Elders; to veto means that a proposal, such as a declaration of war or an amendment to the Customs, must otherwise be passed by unanimous vote. To pass means that the proposal is now in motion.

However, he does not have this power in a proposal of his removal.


First Elder
The first of the five Elders, he is charged to give the fifth, and final, trial of membership.

Second Elder
The second of the five Elders, he is charged to give the fourth trial of membership.

Third Elder
The third of the five Elders, he is charged to give the third trial of membership.

Fourth Elder
The fourth of the five Elders, he is charged to give the second trial of membership.

Fifth Elder
The fifth of the five Elders, he is charged to give the first trial of membership.

Customs of the Fremennik Peoples of Rellekka

Standard Customs

± They who wish to become true Fremennik must be tried and accepted by the Elders of Rellekka, or are otherwise regarded as outlander and unworthy of recognition. ±

± They who practice magic are to do it in private, and only with a seal of permission. ±

± No man is to be enslaved, and the sale or possession of man or woman as property is forbidden, except in thralls, whom are enemies captured in war. They serve so long as their master, who must be Fremennik, chooses; their children are free men on their day of birth. ±

± Land ownership within the chiefdom is to be reserved for men and women of Rellekka. ±

± True Fremennik are to be given humane service and shelter at any time it is needed, unless otherwise ordered by an Elder of Rellekka in a trial of law. ±

Customs of the Thing

± By the Customs, a Thing of Rellekka, an assembly of Elders, shall exist. ±

± A Lawspeaker is elected by the Elders to oversee the Thing, so he may summon its assembly and must maintain order therein. The Lawspeaker must either veto or pass any proposal which has been voted in by the Elders, except his own removal; to veto, means it may be passed by unanimous vote of the Elders. To accept, means any proposal is in motion. Only a proposal by the Chieftain, and the unanimous vote of the Elders may remove him. ±

± Only the Thing may define and amend the Customs; changes may be proposed by any member of the Thing, including the Lawspeaker, but may only be approved by a majority vote of the Elders. ±

Customs of the Chieftain

± To be Chieftain of the Rellekkan People is hereditary; only those of the line of Ulfheoinn may take the seat of Chieftain of the Rellekkan People. ±

± The Chieftain is expected to lead and protect the land of Rellekka and his clansmen through common law and order. ±

± The Chieftain of the Rellekkan People is not above the Customs. ±

Customs of Justice

± They who are charged with a crime of any kind which offends another may be challenged to trial by combat, to death or not, so as to rid himself of all charges. Offender's refusal of such a challenge is penalized in a severity depending on the offense committed. ±

± They who are found to commit theft of any kind is normally punished by loss of a finger. ±

± They who are found to commit murder of any kind is normally subject to exile. It is required that if any are to commit murder, they are to report it to the first person they come across. ±

± They who are found to betray his People, or his Chieftain, is normally subject to exile also. ±

± All offenders are tried by any of the five seated Elders, and subject to the public orders given by the Chieftain, unless such an order violates the Customs. ±

Customs of War

± A declaration of war is made when the Thing and the Chieftain agree on a vision of war. ±

± The Chieftain may levy and mobilize the Guard, and its naval branch, at any point against any immediate threat towards the fatherland. ±

± As greatest commander, the Chieftain is vested with powers of absolute oversight; and granted command over every man and woman raised to fight, and any mobilization which is to act according to the declaration of war. ±

± All Fremennik who are of a fighting age, above the year sixteen, are expected to rise at any call to arms issued by the Chieftain. ±

± Any property gained from war rightfully belongs to the Fremennik who claims it in their triumph, including land and prisoners captured in battle. ±

± Truce may be called at any time by the Chieftain, if it is in the immediate need or desire of his people; a declaration of peace is made when the Thing and the Chieftain agree to terms. ±

± The Rellekkan People will never cede any land, resource or fortune in terms of peace. ±
