I've been trying to work on a new texture in graphite, but so far it hasn't been working super well. I think I'm making a bit of progress since the first attempt but it still kinda just looks like seaweed.

Well, It's sort of rounded and fluffy and billow-y. Curved planes rather than long and thin (which is probably why you're getting the seaweed effect). Denser in parts than others so heavier pigmentation required in areas.
Observe the nature of the beast, but I don't recommend setting fire to your room.
