I don´t see any similarities between Cowboy bebop and Outlaw Star, except for the setting. Two totally different executed series.
Outlaw Star is a good series, I found it pretty enjoyable and the fanservice did*´t even bother me. (the prison break is my fav ep) But it lacks a lot in the character and animation department, and is executed very shounen-like. And the story is actually pretty average, despite a satifying ending.
As for Bebop, this sums it up quite nicely:

Plot, characters, enjoyment, entertainment, image, sound and greatness. This space opera is a blender of genres and originality for its time, it's a mix of artistic beautiful sounds and a colourful dish of various tasty foods. Cowboy Bebop follows bounty hunters Spike and Jet and the members they meet while traveling from planet to planet in a continuous search for bounties.
Its episodic nature may hurt those who aren't used to a non-continuous narrative and the sometimes awkward manner in which the various stories are told. However there is a main plot in Cowboy Bebop, and it's the story behind the main character Spike (the coolest main character of all time!) And there is a villain... A cold, ruthless, mysterious man whose past is connected to Spike's.
If some episodes seem to slow down what is one of the greatest executed anime series of all time you're missing the point. The standalone episodes themselves are fast-paced for the most part and very well directed, allowing in many of them the exploration of other interesting themes and the development of the other members of Bebop. You'll find yourself laughing out laud at some of the scenes and in the next episodes you'll be seeing heavy philosophical content and phenomenal dialogues.
There are crime and police stories, drama, action, film-noir, mystery, thrilling supernatural and sci-fi, psychology, surrealism and even parodies among the episodes of Cowboy Bebop. As well as some of the most exciting animated episodes you'll see!
