It depends on the country, in my country, as Sasuke is 16, it would be perfectly legal. Not sure what it is in Japan though.
Plus, attraction to those in the mid to late teens is ephebophilia. What you're thinking of is an attraction to prepubescent children. Sasuke hit ******* during the timeskip or just before, harder to tell with men, and is in his mid-teens, so it falls out of the grey area and right into ephebophilia.
I never thought that I'd ever have this discussion.
