Nui was born from Life fibers. An artificial human presumably cannot be a host to Life Fibers (or Kamuis) if they already
are
a living one. Ragyo's birth was presumably a natural one, so has something to offer the Life Fibers.
We're given no reason to believe that Nui is any different than Ryuuko: neither human nor clothing. There's no intuitive inference to be drawn from the differing circumstances of their births.

Remember that Senke***'s trait is the ability to evolve in a fight. He transformed to do that without being worn by Ryuko.
Yes, he evolved the ability to perform the Blade Gale without being worn. No, that shouldn't have suddenly given him the ability to sever another Godrobe.

She's trying to pull the Goku thing by giving her a chance to redeem herself. Hell even that scene where they face off above the planet's surface is a nod to Battle of the Gods.
Why would R**uko feel the slightest inclination to forgive the person who literally trashed her as a baby, ordered the execution of her father, and is the cause of all her misfortune? And no, that wasn't a DBZ reference, it was the End of Evangelion and Gunbuster 2. Gainax shows.

Because Life Fibers are parasitic and need a host or be absorbing sentient life to do anything productive.
Only it takes 100,000 years or so to evolve their hosts, and then they require a species traitor to enact the plan. The (ultimately irrelevant) original life fiber didn't have any sort of will or intelligence, it was being directed by Ragyo.

Yeah, but they're now dead so rejoice!
Nui should have died in episode 22. The build-up was perfect, and then she's rescued by Hououououmaru, who just somehow knew the opportune moment to grab Nui and beat a hasty retreat.
