It really comes down to the individual company and if you are salaried - lopl gf holidays.
My daycare has 11, 1 of which is a professional development day. Several of the other ones are the "day after" a holiday - like Thanksgiving and Christmas. And, I know I have to save a few PTO days to cover some of the other days.
All in all, I think maybe 6-8 are PTO for white collared employees and mayyyybe 5-6 for manufacturer employees and mayyyybe 2 for retail employees. My husband actually gets 0 holidays that are guaranteed off - BUT when he works them he makes 100+ an hour which takes away some of the sting.
And I swear I'm not going to let her know all the pain I have known

The Czech Republic has 14 public holidays.
BUT! They are fixed dates, which means they can also fall on weekends, so you don't always get the day off
Oh man, would be bad luck if a holiday falls on weekend.
I think some other countries follow same approach and at times leave it to the employer's discretion if another substitute day should be given.

@Averia Light; In NZ Public Holidays are outside of schools holidays or teacher only days. I thought most NZ schools have two teachers only days a year, I've only found out this year that NZ schools can have up to eight teacher only days a year
That's a hell of a lot, if you put the 11 public holidays, around 14 plus weeks of school holidays and the 8 teacher only days that's a hell of a lot of time of :/
