only 2 action bar in legacy UI

"that feature is disabled in legacy mode" is the popup I get if i try to add more than one additional action bar.

I thought this meant combat for like 5 full minutes of trying. Then I realized it was because of legacy "interface" mode. If this could be changed, that would be great.

I would like to have more than two action bars in legacy interface mode.

Legacy UI basically is there to replicate what it was back then in 2012. It double acts as some simple (which is its strength) option for new players to get started, since they do not have usable defaults for NIS. But yeah it's more than obvious you're not intended to stick there.

Honestly - their job would rather be improving NIS so it just can be offered as some starting option, as well as allowing players to share their layouts, so those could optimize that even further. I don't know too many games, which come with two UI designs by default, solely for the reason, that the standard one is too complex. Improvements: Tooltip / (F2P) QoL v2
