Always thought the banking issues were a problem. To expand on a previous comment about the quest items not taking up bank spaces: There could be a separate permanent tab for quest items, just to keep them away from your own stuff, and still not taking up room. Or even a separate mini bank for quest stuff. I'm undecided as regards the runner, however. I'm happy for there to be a system that helps you to sort your bank out, but having someone sell the crap for you strikes me as being based on laziness as opposed to necessity.
I also think it may be harder than you think for Jagex to decide either way which quest /untrade-able items are useless or not, who knows what they will decide in the future and they won't want to be held back by the decisions they make as regards quest/untrade-able item use. It would be better to keep them all and for them to not count towards bank space.
Not sure about items that are always in shops, would be a massive pain to go to a shop every time you need an item, I'd rather have that in my bank, personally.
A focus on things that can be stored in your poh, your toolbelt, etc (aka items in your bank that could be elsewhere) and making quest items not take up space is what you should be aiming at here, in my opinion. Please don't think I'm having a go, just my ideas. On the whole support though
