That doesn't matter much, because you only do one skill at a time. You can get the same effect by simply changing outfit between skills, which is just an unnecessary step.
I support combining them all into one outfit.
I mean - there even are enough situations in which you're using multiple skills at once, so it would have some benefit besides convenience.
As it requires max level in all skills, I think is only fair if it gives a bit of extra benefit. That is a tough goal to reach.
