I very much loved the Dungeoneering skill when it was released even though I was really only F2P on original RS, you could train all skills in the process and work towards tougher bosses at the end, digging deeper as you leveled up, and also making groups and friends on the way down.
I imagine a lot of the same could be done with Sailing, hopping from island to island, filled w/ obstacles and resources that rewarded xp in their respective skills and added up to the final xp boost for Sailing once completed. Higher leveled islands could be discovered to be bigger with tougher enemies, maybe even scaled to the size of the group.
Islands with volcanoes, caves, underwater sections in reefs and trenches, forests and many other land formations. New monsters, maybe even some that appear in the sea on the way to discover islands, or storms that can prevent you from reaching one. Each island could finish w/ demi bosses similar to Dungeoneering, getting tougher at higher levels.
