There could be a base price for a package of characters (meaning more than one) on an account to be members and a reduced rate for additional characters after the base package price which would be more expensive to start than a single characters membership. Then you'd have more characters as members then if you hadn't done it. So you have a base package price for a few characters that use the same jagex account, and a reduced rate to each additional character after the base price.
