Reduce the footprint of Clan Camp

- remove the outer perimeter of vex stands and just take a page from Burth and have the clan advertising banner with just a few vexilum stands present

- remove the big meeting tent

- remove any NPCs whose function is already (and limited) to the citadel

I'd just purge it completely and stick the portal in the corner of Fally by the crawl space.
