One of my clan mates recently received a perm ban on one of his accounts;
on this account there was no muting, no bans or anything of the sort however he was permanently banned after making a silly one off comment without the ability to appeal the ban.
Sure, one can make the argument he agreed to the terms and service of the game however context is everything and not being given the right to defend himself is pretty questionable at best in Jagex's interest.
Surely it'd be better to have that conversation, find the actual context of the conversation then punish.

If any JMod in the community can actually take a look at the case it would be greatly appreciated so we can have an open ended conversation about it.

The Compliments Forum is for "compliments" not "complaints".

Have your friend read the Account Bans page in the Support Centre, for information on bans, which types may be appealed and how to appeal them.

If they have general questions that are not addressed in the Account Bans article, then they may ask those on the Community Led Account Help Forum , but remember that Jagex will not take appeals or discuss account specifics over the forums.
