I doubt any items will be affected, since the circumstance in which dupes occurring was no more likely to have occurred than the reverse happening (items being removed)
They'll err in favour of players. So, more of everything will be in the game. The only reason tokens might be less affected is they're less liquid. So, banks would largely still be the same now as in February, with regard to tokens.
So, a person might have sold a rare but recovered with the rare still there. And another might have bought that rare, recovered with it gone, but then had it restored by Jagex. Maybe.
Are token unlocks affected?
I cannot for the life of me manage to catch Covid. Perhaps it's because I didn't get vaxxed? The travails of those lacking immunity.

The news post said "Potential for duplicated or missing items under certain conditions." That is
not
a "confirmation" that there will be duplicated items, or that the duplicated items would be rares. There is not enough information in the news post statement to leap to the assumption that rares will be affected at all.
