If you have all the requirements (6m distance travelled, done exiles point, and have Tengu, the Memory and the Exile unlocked), just a matter of refreshing. Like... months is extremely unlucky to have not gotten it, but it is all RNG.
Set up totems to attract those 3 to increase your chances. You might have to do the trio quest to get them first too, IDR. It's been a long while since I've done them ^^: The story is a guaranteed one if you complete it tho.
You only need 2 of the trio to visit to do the story, so long as the third isn't off voyaging. So could do 2 for 1 and 2 for the other to increase odds. Just focusing on whichever you want more resources of.
