I'm going to have to agree with Dance D Revo, but maybe not quite so exaggerated. I spend a decent amount of time in the noobier areas of RuneScape, mostly to encourage new players, and there are a very large number of these players (total level between the base level and something like 2000). I'd say 90%+ of them only have 100m or less. Honestly, I'd say at least half don't even have 50m.
However, there is also something approaching an equally large number of "legacy" players. With regards to them, I'd have to say they probably do control somewhere between 500m and max cash on average (if you cut out the top 0.1% of players from this group, who would warp the average, with their multiple sets of phats, etc.).
Given the huge gap, I don't think you can really talk about the "average" RS player's wealth and have the answer be meaningful. You might come up with a realistic number, weather it's 200m or 500m or even 5b, but the fact will remain that there are some pretty distinct camps of players. There's those who are new or only infrequently play the game (first group), those that have played the game a long time and have developed a lot of wealth through tons of time invested (larger percentage of the second group), and those that engage in merching and associated practices (smaller, but far richer, percentage of the second group).
Of course, none of this takes into account the higher turnover of newer players and/or various other factors.
