I would say no simply due to the fact of the times were living in. Who knows in 10-20 years from now, items like Partyhats could become Digital items in the metaverse that you could wear in other games as a cosmetic. It would be the same for other items that haven't been rereleased, and *maybe* You would be able to buy and sell ingame items that are currently not tradeable(for many games, not just Runescape). For these reasons, I say don't rerelease them.
I could see them changing it/graphically updating it and then releasing it as a N E W item, but that is as close as I would go to rereleasing old items like that.
It CAN "Devalue" accounts too. You ever seen a HCIM with a OG rare? Its possible, so whats next? Jagex Gonna devalue my future title of being "The Last GPhat HCIM"?
