Yah there's no way to know this is what I found about congas though, so it might have been a temporary release but who knows jagex is crazy lmao.

Release History
It was (temporarily) re-released on the 8 through 12 November 2018, on the Buried Treasure Promotion and 2018 Christmas Advent Calendar as a reward from Animation chests, and was not part of the rewards of 15 January 2019, Buried Treasure Promotion as it didn't appear on the possible obtainable rewards of that promotions.
