I think they’ll drop a bit over time and when FSW ends, but again people are going to value their time at around whatever high end PvMers can make per hour doing PvM. It’s a time sacrifice to spend time doing FSW instead of PvMing, and most people who are going for 120 capes are experienced, high level players. It is really hard to say as you're kinda forced to trade them until february. I do agree with everything that you wrote but I would just like to add that they will be re-introduced and that might change the outcome drastically.
There's gonna be people saying something like: why would I pay 2B for a cape if I can get it for free sometime later? We don't know how or when but I'm assuming it will be similar approach like with walk tokens.
Also, combat and thieving capes are probably gonna be almost worthless. Not because they suck or anything but there's surely gonna be like 10K+ people with them at end, especially when even more boosted exp comes. Enormous exp, easy, afk.
Capes like divination (harder to get but it is generally number 1 for people), construction, crafting and herblore should be way more pricey. I just can't see someone paying billions for combat or thieving cape when you can realistically get it in couple of days, especially later on in the event.
The action or process of causing so much damage to something that it no longer exists or cannot be repaired.

120 takes too much time (except combat ones) and time is money.
Even thieving takes what? 60 hours? That's 1.2b even if you do afk pvm methods.

Yikes, with the news that 2.5xp is only going to last ONE WEEK before going down to 1.7x, prices look like they’re going to remain very high for cape tokens. I expected the XP increase to remain higher for longer.

Personally i wouldn't pay any more than 200-300m for any inverted cape because i dont think they are worth it, but thats me. Other people will be willing to pay more. I think price will be based on what buyers and sellers agree to whatever price they settle on. Same inverted cape could go for 100m or a couple bill depending on whos trading it and how much they are willing to spend on them. hi123 :) ;) :P :( :| O_o :D ^_^ :O :@

How a buyable 120 cape will be worth less than the gp spent to get 120?
It doesn't make any sense.

And unbuyable skills takes times. 200m~300m is like 10~15 hours of an afk money making method (afking gwd2 i.e.). Which 120 takes 10~15 hours only? I'd rather keep my cape then. 200m is like 1 hour of high level PvM. What a joke.
