Is it possible to just upgrade one item at a time instead of the set being done all at once?

I decided to start upgrading into tier 2 (I have the full tier 1 set) and for a while now, I've only had the cape override equipped. I am at 17000 / 35000 and I am unable to upgrade any singular item, seems to be only upgradable once capped so the whole set it done at once?

Unable to find information on this on the wiki.

You have to upgrade the whole set. Only the starfire? stuff is upgradeable p/piece Mass contributor to deaths coffers.
