Really Wish the "Jmod" that posted on Reddit that the Black PartyHat was going to be a continued yearly Christmas release had taken the extra second to also post that information here somewhere on the official RuneScape forums...

It looks like this has been confirmed to be a returning seasonal rare per Protoxx's Youtube video titled "The 2023 Christmas Event is INSANE".

I'd still love to learn the actual drop rate and despite being non-discontinued, why the price seems to fluctuate so closely to what it had week one :P .
