I'm guessing RS3, because the Bandos Full Helm in OSRS is very cheap (~24k) and should not be difficult to obtain via the GE. ‡±General Tap's War Chest±‡

It is a high level clue reward, just a low value item...most people like me dissemble their fortante items for fort comps. so i bet very few make to ge.
