Seeing all these santas in the g.e. for less than max cash, wouldnt they all be NON-insta buy santas? not instant buy? Even then how does an inactive offer go through?(obviously it would have had to fill within a week of you placing the order).
So these aren't insta buy, more so people trying to crash the price. You just never checked the account until now(or are just posting old screenshots, again to crash the price).
If you go inactive for 1 week ur sale because inactive, If someone comes back with a gween in ge for 500m for example 6 months ago and he logs in now I can put offer in and inb his hween.
I need my blue charms back.

But how does a person with a max cash stack offer not win the bid over the lower buy? So interesting to see.
When an inactive offer becomes active again, all pre-existing offers are ignored. The now active offer will only complete when the next offer is placed.
So, if you are the first person to try to try to buy a santa hat for max after someone logs in with a previously inactive santa sell offer, it will go to you.

Ok so the only reason I know is because something like this happened in oldschool runescape.
It is possible for an item to not sell to the highest bidder.
Example 1:
Player 1
has an offer in for a santa hat for max cash.
Returning player who previously had an offer in the G.E. to sell 2 santa hats for 999m in one grand exchange slot. After 7 days of player inactivity they got taken off the grand exchange.
Since coins cannot be above 2147m(max cash), when the returning player logs in with the two offers in for 999m player 1 cannot buy for 2147m each because then the offer would finish at max cash + 1gp or more
So the two santa hats sit on the grand exchange until a fresh new offer occurs above their sell price,(including max cash).
The lucky buyer would be refunded the difference between the returning players sell price and the buy price.(since the returning players offer has been in longer).
Example 2(happened in osrs):
Cant remember the exact prices, but basically what happened was someone sold probably 4 elysian spirit shields on the grand exchange for significantly less money than the g.e. price (about 700m each/2800m total) but put the offer in for only 2099m.
The first three sold for around 700m each, leaving one in the grand exchange, seeing the price quota of 2099m has been met, the fourth goes to the highest bidder making the grand exchange offer max cash or less. 2147m-2099m= 48m spread.
Many people had offers in for 200m-500m, but none could be completed so it went to a guy for like 20k or something.
Pro tip
: put an offer in for 1-5 gp below the grand exchange price(if you have multiple santa offers in), if a returning player has 1-5 santas in for a low price that leaves room for you to buy at almost max., and some 1gp santas to go through.
