If you are referring to the "697,500,000" value below the item icon, that's the GE mid price. Second-age armor is so rarely traded that the GE value pretty much never moves. The "price per item" is what I had the sell value set at. That, or maybe the screenshot isn't very clear and it looks like it's set at 1b, but it is 1.9b haha.
