Vic is mysterious and comes and goes as he pleases.
But if you are so desperate to see him: Get a bond, summon him remotely, do your business at your convenience, and then let the man be.

If you're not willing to spend a bond to see him now , then you can afford to wait until he comes when he comes.

Love how ppl cant seem to understand the simple fact of why would they do another "update" with him "returning" if hes still currently here ? :@

Im pretty sure they said when they made him perm that was the last "update" they had with him.

Now his brother is a different story.

So he isnt "returning".

It's worth noting that Vic "returned" in March (with Jagex using the terminology "he's back", as seen at https://secure.runescape.com/m=news/game-update-solak-scaling--nipper-demon-pet ), six months after the Portable Trader was permanently added to the game. So, there is precedent for him to return.

(also, if you want to be technical, the version you can rent with a Bond isn't actually Vic. While he performs the same functions and has many different names, Vic's name isn't one of them, meaning that it's just someone who happens to run the same store and has an identical face.)

Why would he though if hes still ingame?

Also if the current one isnt vic, then who is he?

Id say if he looks like, has the same function and name,then it must be vic.

You'd have to ask Jagex. I'm just going off of what they've said about him, and the naming scheme for the Portable Trader.
