Eh, I'm all for lost items being returned if your account was hijacked(especially if you had proper security measures in place), but after getting scammed? Sure, 10-15 years ago, I could see that being a good idea. But in this day and age, the scams are OBVIOUS, and there are already systems in place(second trade window, flashing red indicators in trade windows to highlight a changed offer, trade limit on F2P accounts that were never members as most scamming occurs in free worlds, etc) to aid players in avoiding scams.
If you get scammed, yeah, it sucks, but you shouldn't get your items or GP back. You wouldn't learn otherwise. The only exception I might be somewhat okay with, would be any case in which a glitch or new feature is being utilized for a never-before-seen, convincing scam. If you lost 2m to the old "doubling money!" trick, that's on you. Consider it payment for a valuable lesson, report them, and move on.
Instead of helping the victim get their stuff back, why not just roll back the offending accounts? Don't return the goods to the victim, just roll back the scammer so they don't get to enjoy the stuff they just obtained through illegitimate means. And be harsh, because some players don't report if they're scammed. Roll them back a week or two, even a month if deemed necessary. If scammers don't actually get any benefit to scamming, the practice will essentially die out. Sure, some noobs will still try it, until they realize it is futile. If you just replace the items and money, scamming will still occur. Scammers don't give a shit about whether or not their intended targets are lamenting the loss of their awesome sword or whatever. If anything, they would WANT their victims to be compensated, so they won't learn from the experience and they can try to scam them again, perhaps on an alt.
Make scamming a pointless endeavor if you want to quash it for good. Once it is impossible to profit with such a method, it will basically cease to exist.
