Tech budget requirement? Look at what Jagex is hiring, especially for RS3:

They are hiring mostly artists and animators. That's where they are spending the budget.

Of course, there are many ways to do graphics and animation updates than just on the player model. For instance, they are turning the RS3 Gielinor into 3D model, as well as doing other graphics and animation projects with VFX and more. Rest assured, they aren't going to put all the artists and animators on Avatar Refresh, so it is not coming out this year.

I don't think the whole thing will be released all in one go in 2022, as the original plan of the Avatar Refresh project is for incremental updates over several stages with just the (now delayed) first stage released in 2021.

I hope whoever takes it over isn't afraid of the female body, like the last guy. All hips, no boobs on his models. This is a fantasy game and I don't need to be reminded that I don't like my hips in my FANTASY avatar. LOL! Or at least give us the option between the Butch and Beauty models. (I'm not saying that butch people aren't beautiful, its just a catchy way of categorizing between the two.)
