Ngl, they did that at every runefest, that there is a huge announcement of something that the team has been working on. Then they announce what everyone already knew or a rework of old content. So black ops project is just something to raise the hype and then completely shatter expectations.
Jagex changed their project plans in every one of their games all these years - RS3, OSRS, Funorbs, Stellar Dawn/MechScape, Transformers Universe, 8 Realms, WoL and others... all of them.
But have they missed anything in RS3 they revealed since Runefest 2018, if not POF in mid 2018? I only look at the present time and into the future, not at projects they shelved years ago.
Besides, some of these changes in project priorities were done for good causes. For instance, Jagex worked on the unrevealed POF instead of Skilling Off-Hands and such. I guess most players are happier with POF instaed of Skilling Off-hands. Remember, some of the projects were "shelved" because of higher player demands from the projects more fit than them to survive, for instacne, The Arc kicked Fossil Island off RS3.
