They never said they wouldn't make more World Events or one-off content, just that they are reluctant to spend time on content which has little or no value to the big picture going forward.
Most seasonal events are one-off content. The traditional April Fools event is a one-off content. Jagex has no problem making them as they figure well in their on-going bigger picture of Gielinor. In fact, recently such events have been given more tie to the lore of Gielinor, including Guthix Tree and the Curx Equa theme content.
I believe World Events are still solid in their present and future agendas. However, such events should pertain to the ongoing MAIN STORY of the World. Battle of the Monolith is just a small part of the Elder God War, so are petty penguins and gnomes tickling lowbie NPCs. As such they aren't made World Events. However, one can't rule out full blown WAR pertaining to the Apocalypse is a good idea for the next World Event.
As for whether all mobs have to be hard mode or elite, I am impartial. On one hand, the scale of a World Event like the prelude to the Apocalypse certainly calls for elite intruders and defenders, but on the other hand it is easier for all levels of players to get into the World Event if there are easier mobs. I'll think they probably will settle for something in-between - like more hard mode mobs than usual but there will still be good number of normal mobs.
