I think it is more like the buff will be extended to more activities on Anacharonia when new features like the new Boss and GWD3 are added.
If its like pylon batteries then yes the first 2 weeks will be greater because more people taking part which helps reset quicker and the nerf wont be by jagex but because less people.
Most active players already have 200m so its nice the buff goes to other skills rather than just Arch like the pylons. If these players stop to make use of the buffs then it will take longer to finish Orthen which helps extend the event for everyone rather than finish quickly and never go back.
I think they said 8 new mysteries I just hope finding the pages (normally 4-10 each) is not made to grindy just to make the event last longer than it should.

The Skeletal Rex event buffs not just xp but drop rates too, so we should expect there will be steady demand of interest from different kinds of players.
There are also plenty of players not looking for xp or mystery pages but other things like Tetracompass pieces.
