They can't. They are already paying Apple for a cut of their MTX for over a year already:
Antitrust lawsuits like this takes years if not decades to settle. Jagex is going to pay up happily when they get millions of new RS3 iOS players anyway just like they are happily paying Google a cut for Android RS3 Mobile.

Nothing is holding it up. Jagex is working on releasing RS3 Mobile, including iOS in earnest. No, Partnership MTX in the form of buy Prime Gaming get exclusive right to prized competitions and beta testing of new content will only help.
They are hiring a Mobile Product Director now to specifically take care of the pre and post launch of RS3 Mobile, hinting on the release of Mobile is well in the horizen:
"Working closely with the internal development teams and publishing services you will be an expert in identifying and defining the critical path to pre and post-launch product optimization."
AFAIK, they are removing idle iOS beta accounts who aren't helping and giving them to the ones who help. Maybe they will send out another round of beta testing emails in the next 2 months before the full release next year.

If you are not already using RS3 iOS now, you are not eligible to use it now regardless it is Legacy Mode only or not. There is never an issue with Legacy Mode or not with iOS. There actually have no bug fixes whatsoever regardless RS3 Mobile the last few patches.
Mod Warden has said many times everything is going well with the full Mobile launch and it is their next big project. We just wait a couple more months or so and enjoy all kinds of game modes in RS3 Mobile.
Both Mobile on Adroid and iOS versions are officially announced to be released in Summer, following the pre-registration period now. In the livestream they also said the pre-registration period will run 6 to 7 weeks, so it implicitly put the launch date around mid June.

Hmm... seems like it is bugged to me too. Well, perhaps they forgot to activate the link but from now till the expected launch date of June 17, there are still 7 weeks so just check back a day or two later.
