I guess you're posting about OSRS, since in RS3 the co-op slayer system is perfectly intact - so you're in the wrong forum. Even moreso since this isn't an upcoming update.

As for your problem - in OS the slayer cape allows you to bypass the combat level restriction - it literally was introduced for pures, while keeping the failsafe mechanic for novice players intact (i.e. they usually won't receive tasks they just couldn't handle BECAUSE slayer masters require a combat level - a slayer master obviously would know what he does - hence no restriction with cape). Improvements: Tooltip / (F2P) QoL v2
