Let's see what the xp buff is. If it compensates for the nerf to the random events then I don't see an issue, however if it's still less overall xp I fully agree that it's a crap decision. Let the hardcore people all get 120 / 200m and punish the casual players.

It is officially a known fact from Jagex it took the first person to reach level 99 Necromancy 75 hours of play time, and a little more than 200 hours for the first person to go from 1 Necromancy to level 120.
Even if you only play 1 hour a day, it will take you only 200 days to reach level 120 Necromancy. Even if they reduce the xp rate by a maximum of 25%, it will take 250 days of 1 hour per day cozy play time to reach level 120. Don't forget after the first 180 days, we can use free xp boosts and items we gain or stockpiled to further speed up our progression.
Once the embargo is lifted the skill will be available with dxp weekends and multiple xp boosts anyway so unless you are going for rank on the hiscore with 200m xp it might slow you down but Everyone had access to the same xp rates until the nerf comes so the hiscores are already settled.

Are your numbers wrong? I thought it was 25 hours for first 99 and 120 was 3 days, even if non-stop that's only 72 hours. Not sure where you are getting 75 and 200 hours from.
