So the true battle here is "too many are members?" OR "too little of rewards for the amount of member ratio" <---both of those are the same meaning.
That's like saying "oh your 6 phones all have free texting but you can't use that on 5 of them...."
If jagex gave out free trial membership, maybe they should have thought ahead? <---something no one but myself does it seems. "here's some free membership but please reframe yourself from testing out membership features"

^what a joke lol. They give free membership/you buy it on X accounts, by law your allowed to use it, stop saying people are abusing it, lol, what are they abusing? using a service in-game on all accounts......

And for those that go "but they aren't really paying for them, they use bonds...." still is a GP cost per account but they could remove bonds......to combat the alt farming etc.

Its annoying what ppl get upset over these days. Alas not much you can do about it sadly.
We buy more tickets and get better chances to win all kinds of lotteries in real life. I have never heard anybody talking about "rigging" the lotteries.
Yes, it is pay to win when we can just buy more tickets and win more, but it is not rigging..
The 2019 and pre-2019 Raffles weren't rigged to begin with, now with the 2021 version of much improved and fixed chance drawing, I don't think anybody should complain about "rigging" anymore now and going forward.

If i had to guess, considering how "easy" it is to get the lvl req even on loads of alts, wed still be hearing about this as when ppl want something, they'll go to nearly any lengths to get it.

Given everything else unchanged except the level requirement, players still can't rig the raffle as the odds of winning a prize remains the same to each player. Other people making more alts won't affect our odds of winning a prize at all.

Yet isnt there still only a set amount of "special" prizes per day?
So if thats the case, the raffle can still be rigged.

Closing this as the event is no longer a 'raffle' with limited prizes, and it is already in-game and therefore no longer a topic for the "Future Updates" Forum.
