I know pretty sure they won't look at Avatar Refresh this year, not sure about next year though as Misthalin updates likely involve plenty of graphics updates on human models anyway.
Jmods have shown no problems updating plenty of human models like the guards, and the Wildy Bandit Camp named NPCs. The artists should have no big problems with their works but when it comes to making changes to the "machine" as Mod Iroh told us before he left Jagex (and he probably meant the engine), we need the Engine team to spend time on it.... and I am not that sure about it.
Perhaps the whole Avatar Refresh project may take a while to come, or not come at all, however, parts of the projects like facial expressions and flexible animations as shown in Mod Iroh's demonstration can still come to RS3. Actually, we already have facial expressions on the chatheads of some NPCs already. The progress is already shown and tested in the game perhaps.
