What happens to the ones you have a chance to get when you level up if you're already maxed? Do we just not have a chance. Because if not there are a lot of players that are going to be unable to make the golden partyhat.

if ironman accounts can make it max xp accounts arent gonna be locked out as long as u get xp in the skill u get a chance at the fragment itd be stupid to make it so max xp accounts cant get it
