I'm pretty sure the reason F2P isn't an option here is entirely due to the competitive side of it (as the FAQ states). A player being able to play this mode as a Free player in itself is fine. It purely puts them at a disadvantage in this regard. However, allowing free accounts then allows someone to gather resources on multiple accounts at once and pool them into one, giving them an advantage for the competitive race aspect of the mode. (Of course, you can also do that with member accounts, but it's going to cost you much more, either with in-game money or real-world money.)
This is also why Old School can provide this mode to Free to Play. It has no competitive aspect or rewards.
On another note, being limited to P2P probably also significantly decreases the number of suicide bots that could potentially damage the brand-new economy, which I suspect is also something they want to avoid (I'd imagine part of why these are a thing, aside from potentially attracting new or lapsed players, is to see what effect certain things have on the economy when there isn't already a large established pool of stuff floating around.)
Either way, I expect if this game mode works out for them, it will be tweaked the next time they implement it. Who knows, maybe they'll allow Free accounts in the future (perhaps with trade restrictions or something to limit their impact).
