It will never work, they would have to toss ship all of the stuff they're trying to get players to do in todays toxic rs3 PVM world.
RS3 is all pvm.........we have about 50 keybinds if not more, it would take about 20 years for this to eventually happen, and they would somehow have to try to keep the players interested in their repetitive PVM game while diminishing all the diversity players have while pvming.
It just won't work out, other companys are coming to the table that are far more invested in their game than todays Jagex who is just trying to make some easy bucks off loyal RuneScape players.
Another company like Microsoft would have to come to the table and purchase RuneScape, they would have to pray that the current company hasn't been to toxic to the original player base that once roamed and explored the lands of RuneScape. Most likely doesn't interest many companys.........

Problem is today is about quick bucks and quick rewards without much effort. Why shooters are popular. Easy stupid brainless games. People really do not want to play RPGs anymore. Too much work.
Runescape on consoles is probably possible mostly only through the new UE5 engine, or at least partial and significant port of Jagex's C++ game engine toward UE5.
Eventually RS3/RS4 will be on UE5 too, so no hurry and just let Jagex's new kid on the block, their new Survival Game to take the lead toward the UE5 and console migration.
You can't compare RuneScape to shooters, the main reason for shooters being so successful is that they never changed their ways, and only got better.
RuneScape for example has drastically changed in a positive way with graphics and combat, but also drastically changed in a NEGATIVE way losing their adventure / community PVP / minigame ways and MORE, player to player trading ect....... with that RuneScape lost TONS of players.
As you see, shooters generally only got better, never putting any CONS in their way and always putting their best foot forward for their players.
Two different player types and community's, one company only doing good and the other doing poorly, changing RuneScape to make it easier to play on consoles will not make it more popular, and again will most likely take a long time and possibly cause more harm to the large fanbase they once had.....
I see shooters as extremely fun and not brainless, you're playing against and with other REAL people always experiencing NEW obstacles and tactics, RS3 only supports PVM dealing with the same mechanics over and over.... this can be considered brainless to many.
The more damage they do like removing the dual arena and making the wilderness not PVP anymore is only going to detach loyal players even further, this making them look at RuneScape for what it really delivers to the players today, which is a poor PVM experience with lot's of flaws attached to it, adjusting to consoles would most likely do even more harm as they can't even do well with their current positions on PC.
The only thing they could do is just go for it and be like *WE ARE RUNESCAPE ON CONSOLES NOW, COME BUY US* and it'll either be a hit or bust, pretty much like this create a new account situation they have going on. Player longevity would be the main problem with this situation.

The most popular console games aren't shooters. They are the likes of Minecraft, sport games like FIFA, causal games, and all kinds of single player games rather.
If you google top selling console games in 2021 you'll find a particle company taking multiple top rankings, and yes they're a shooter game,.one of the first and still most popular one of them all, and again the reasoning for this would be they always PROGRESSED and took things further, never in a degression movement...........
Most of the top games support PVP or some sort of online interaction, some are solo yes but console games are becoming more and more NON solo base, unlike RuneScape who literally just released 2 Solo bosses, technically 3 to a lot of the player base, out of the 6 bosses they released recently. (zuk, arch glacor and kerapac *kerapacs pretty much solo as it's super easy and most would say trio/duo is just a waste of time to do in a group*)
And keep in mind most of the large shooter game company's have a large free to play version of the game which is amazing for casual players, and they still have the top spots for most selling console games on the year.

Even pvp games on consoles are mostly 4-person coop, not the kind of MMORPGs like Runescape.
Jagex's first console game is going to be a Survival Game. It is probably something like Minecraft too. I can see RS3 getting more variety, maybe like Roblox on Console, but it is not going to be a shooter.
