Mod Jack has talked about the design methodology. We can't be using the same old gear every year or the plaeyrs will be bored to death, but the economy can't support having new and stronger gear every few months like some doomed-to-fail pump-and-dump game. So in RS3, combat is not just about getting the gear with the best stats.
We have all kinds of abilities, relics, totems, aura, and lot of other gadgets. "Nerfing" a gear while buffing the other combat items is the better way for the longevity of the gear.
