These are not announced at all in Runefest and I definitely don't see how they are related to RS3 Mobile.

We know though, RS3 Mobile will be released to members with Android phones in Novermber. I think Premier Club will probably be offered too... So 1 Premier Club membership this year will give not just the usual goodies like more TH keys, Loyalty Points, cosmetics, membership only accesses/benefits, etc but also the UNIQUE Founder Pack. I think the new FOunder armor set and emote are cosmetics only, not sure if the pet is legendary or at least have some functionality though.

so when will rs 3 come out of early access? I would like to play on my phone it still says early access.

If is officially announced at 5PM tomorrow (June 17, 2021). Some countries and get it later because of arrangements adjusted to time zones, but by Friday everybody should be able to download.
