I'm not sure how making content specifically for a certain type of player is beneficial, especially when it happens over courses of SEASONS.

RuneScape has always been a very open world concept, you could do quests, minigames, PVP, PVM, skill, boss, do clues and these would all be encouraged events. AND you would always have the awesome Jagex crew to make things even more exciting in a natural, correct way, never really dictating or creating a specific story line to force players to go along with, but still having that authentic RuneScape theatric vibe, story and experience with everything they gave.

In the Past year of the EGW "Season" you Had
-Bosses ( pvm content)
-Quests ( Lore focused)
-Slayer ( for the laid back pvmer)
-Mini quests
-Skilling ( Sennistin Arch site)

So in the past year, the updates have been focused on all types of players and not a specific type at all. And that is just the ones that fit into the narrative. Their have been other updates that have happened that were separate all together. Though this is common for any game with seasons attached. So Runescape is still very much open world, with a directional pull now.

RS3 is absolutely not focusing on a certain type of players. We all see how they put GIM above all the players in other part of the community in OSRS, but we never see such thing in RS3 where they delay any content just to let a specific type of content lives longer.

They very much are focused on PVM and bosses specifically. It's been a trend toward that end for several years now. The most popular players, those who are closest to quite a few J-Mods, tend to share that interest. They mass together, hang together, test out new content together and it's nearly always focused on some new PVM content or other.

There's little regard for the pure skiller anymore. Minigames died because they're woefully outdated, rewards are rubbish and it's impossible to get several games going for lack of participation. Minigame Spotlight has tried to help focus some attention on it but beyond Thaler, no one bothers with them at all. We've already seen Mobilising Armies get removed from the game. Others will follow in time.
