One thing emerging from this thread is that basically nobody claims to actually enjoy training Summoning, and if it's trained at all it's usually gotten out of the way via DXP, or trained slowly using any free method available, or simply soldiered-on through in order to gain or regain Comp.
As a result, the people most affected by this would be those who already Comped, since raising the skill to 120 would predominantly just add a massive price-tag to their regaining of a cape they already had, which isn't quite the same thing as adding an entirely new skill, or a new quest, or a new boss which are all new content that can usually either be ploughed-through fairly inexpensively, or simply enjoyed for the new content that it is. Raising Summoning to 99 would amount to little more than Jagex telling people to buy a bajillion more charms and then stand by an obelisk turning a "99" into a "120".
As for everyone else, it simply creates another "barrier of stupidity" which makes aiming for Comp cape seem less and less realistic or appealing. The more pointless hoops a player has to jump-through to get Comp, the more likely they're just going to throw-up their hands and go "F that". It's one thing adding new things to do, it's another to simply stretch-out a skill which you've seen and done it all by level 5, and the only thing that changes is the item you have to buy from the GE, and serves as nothing more than a "have you thrown away this much GP?" wall.
Since I don't ever plan to boss, I already know within a year of my account being created that I'll never Comp. So I also know that any content that exists purely as a wall for people who want to Comp doesn't apply to me and I can simply ignore all of that.
But it works the other way too: a player might be so put-off about having to train Summoning to 120 that his desire to Comp is killed; so why would he ever want to try Solak?
