Yes, we need claification and I suggested those who think it is a bug to filed a bug report as the another user suggested.
I just pointed out a possible reason why there are different mechanicsms and different "restrictions" on "teleportation", addressing to other user's question. I am not Jagex, I don't know their interpretation. This is something very easy to fix if Jagex thinks it is intended to be fixed. No sweat.
