There was a major overhaul of the system (both engine and content) that sits behind the wardrobe system (allowing the filtering/sorting for example). If that hadn't been done, the wardrobe interface would have become completely nonfunctional very soon, as it was quickly approaching a critical limit.
Given that, if everything had worked perfectly and there were no bugs, there would be no evidence that such a change had happened and players would completely unaware, there wasn't much point having a release note.
At least that's my opinion, and it seems the people compiling the release notes thought the same.
(This is actually the case for a lot of the server-side engine updates I work on. If players notice them, something has gone wrong)"

Seems like it was a bug and now they fixed it.
