There is a bug with the new update in the New Foundations quest when building the south wall part 2. The most western hotspot won't allow you to get to it because it is unreachable so theres no way to use the "optimal" hotspot.

Is anyone else having this problem?

A few people are. I know Jamflex is aware of it, but I haven't seen if there's an ETA on a fix.

Both of the hotspots were blocked after the update and it was hotfixed so you can access one of them for the build.
