I've cut a lot of hollow trees, receiving a lot of bark. The Achievement still hasnt triggered.

As this is an issue due to the latest game update, rather than an account issue, it has been moved to a more relevant Forum.

Based on a post on another thread, Jagex is aware of the issue.

Any indication on when this is going to be fixed? I am now also locked out of the hard/ elite Morytania achievements because I can't complete this medium task.

There's no way to anticipate an ETA for the fix.

If you've reported the bug in game, all you can really do is wait until it's fixed.
