I have read from this thread somebody heard there may be 2k Black Partyhat dropped by the end of this year's event:

If so, I can hardly see Black Partyhat being "merched" to the price level of the original partyhat. Black Partyhats aren't discontinued.

I have also read the street price of Black Partyhat remain stable around the 13-15 billion ranges. It is up to whoever believe when prices they will be settled on.

Black Santa's are discontinued, but they are are selling far below the prices of the original phats, so it is an educated guess it is very hard for anybody to merch Black Partyhats to the prices of original phats.
